The College of Healthcare Information Management Executives (CHIME) would like to welcome you to our healthcare IT executive newsletter! For those of you who are unfamiliar with our organization, we have started this bi-monthly publication to help readers stay up-to-date on what is happening in the industry. With more than 1,400 members, CHIME is the professional organization for chief information officers and other senior healthcare IT leaders. CHIME enables its members and business partners to collaborate; exchange ideas; develop professionally; and advocate the effective use of information management to improve the health and healthcare in the communities they serve.

CHIME heads to Washington DC for NHIT Week

 For the third year in a row, CHIME will be a participating partner for  National Health IT Week in Washington DC, bringing HIT policy  stakeholders together near conclusion of the initial ARRA regulatory  phase. On the heels of enactment of economic stimulus and  healthcare reform legislation, there is no better time for the health IT  community to come together to examine the current policy landscape  and raise awareness on the benefits that heath IT can bring to  healthcare in the US.

Kicking off the week on June 14, The George Washington University Hospital, CHIME and the HIMSS Federal Health Community will welcome representatives from government agencies including the Social Security Administration, Food and Drug Administration and Centers for Medicare and Medicaid Services to network and discuss federal engagement in IT policy and use, as well as tour the hospital’s electronic health record implementation hosted by CIO and Director of Information Technology, Gretchen Tegethoff.

CHIME Board member and Advocacy Leadership Team Chair David Muntz, Senior Vice President and CIO at Baylor Health Care System, will join Rep. Tim Murphy of Pennsylvania, along with other House and Senate members and industry leaders, for a Capitol Hill press conference on June 15 discussing the impact of the HITECH act. On June 16, CHIME will hold its first in-person StateNet meeting with special guest Dr. Farzad Mostashari, Deputy National Coordinator for Policy and Programs with the Office of the National Coordinator for Health Information Technology. As part of CHIME’s efforts to promote sharing of state level best practices among StateNet CIO Coordinators, the session will help identify and prioritize issues-- including interoperability, inter-state functionality, sustainability, eMPI, and privacy and security--for future collaborative work among StateNet Coordinators. Mostashari will provide brief opening remarks on states and the HITECH agenda followed by an open dialog with CIO attendees. To learn more about StateNet, visit www.ciostatenet.org.

CHIME will also honor the winner of its second annual State Advocacy Award which recognizes CIO leadership in promoting state-level education efforts for HIT during the HIMSS Policy Summit reception co-sponsored by CHIME, later that evening.

CHIME will be among other non-profits and IT corporations, sponsoring information booths at the day-long Capitol Hill Technology Showcase on June 17, which yearly draws 350-400 attendees from government, industry, and academia and includes remarks by Members of Congress and a luncheon program. The 2010 panel with a theme of “Rural and Underserved Communities” will feature member Chuck McDevitt, CIO at Self Regional Healthcare.

Now in its fifth year, NHIT week is a collaborative forum of assembling key healthcare constituents—vendors, provider organizations, payers, pharmaceutical/biotech companies, government agencies, industry/professional associations, research foundations, and consumer protection groups—working together to elevate national attention to the necessity of advancing HIT.

Special CHIME/NHIN Webinar Announced

 While the Nationwide Health Information Network (NHIN) remains the  ultimate goal for exchanging health information, the economic, political  and technical issues pose barriers and require time to resolve. Developed  by the Office of the National Coordinator for Health Information Technology,  NHIN is “a set of standards, services and policies that enables secure  health information exchange over the Internet.”

 On Tuesday, June 22 at 11 am EST, CHIME will host a special webinar for members with presenter Dr. Doug Fridsma, Acting Director of the ONC Office of Interoperability and Standards.

This timely presentation will provide CIOs with an update and an opportunity to dialogue on NHIN as it evolves to support the exchange of health information to improve the quality and efficiency of patient care.

NHIN is intended to provide a foundation for the exchange of health IT across diverse entities, helping to achieve the goals of the HITECH Act. This critical part of the national HIT agenda will enable health information to follow the consumer, be available for clinical decision making, and support appropriate use of healthcare information beyond direct patient care so as to improve population health.

Additionally, a new initiative, “NHIN Direct”, is being launched to explore the NHIN standards and services required to enable secure health information exchange at a more local and less complex level. The results and the lessons learned from the NHIN Direct Project will flow into the continuing evolution of the NHIN.

CHIME Calls for Sufficient Capacity, Consistency in Permanent Certification NPRM

The proposed program to certify electronic health record technology will create challenges for the government in ensuring the process has sufficient capacity to handle demand in the early months of the program while achieving consistent results from the various organizations that will be certifying systems.

In a letter filed April 30 in response to a Notice of Proposed Rule-Making issued by ONC, CHIME said the effort is important for fostering the use of electronic health records, and the government should focus adequate attention and resources to ensure the success of the program.

“All certification efforts, whether provisional or permanent, need to focus on developing a program to approve clinical applications for achieving meaningful use criteria,” CHIME’s comment letter said. “In the immediate term, this will represent a significant effort.”

In responding to whether certification should expand to other technologies, CHIME noted that the priority must be on the EHR certification program. “To use a common analogy, this program needs to ‘walk’ and create an effective process for assuring products can help providers achieve meaningful use objectives, before it tries to ‘run’ by expanding scope beyond the immediate needs.”

The permanent certification process anticipates using several Authorized Certification Bodies (ACBs) to certify EHR products. ONC, which will oversee the program, must accurately assess how much capacity is needed to ensure the certification program approves applications in a timely manner.

“It is crucial that sufficient certification capacity is available in the market to handle the demand for certification while ensuring that the need for quality and consistency is met,” CHIME’s comments stated. Organizations that prove themselves capable of certifying technology in the first, provisional certification stage should have their certifications carry forward into the permanent phase, thus providing important protections to those vendors and providers that have installed applications under the temporary process.

CHIME’s comments call for careful design of any surveillance program that aims to assess the performance of certified products in actual care settings. “For clinical systems, it will be important that any type of surveillance activity to measure system safety not become overly prescriptive.” The industry needs answers to a variety of questions about any potential surveillance effort, it said.

Additionally, CHIME is concerned about how efforts by the National Institute of Standards and Technology to oversee testing bodies for EHRs will coordinate the ONC’s oversight of activities of certification bodies. “To provide assurance that the testing and certification processes will work together, we ask that ONC provide detailed information on how ONC and NIST will coordinate efforts.”

CHIME-HIMSS Joint Membership Discount

As part of the collaborative working effort between CHIME and HIMSS, new memberships and renewals to those who belong to both organizations will receive a 10% discount on combined dues – that’s $50 in savings. This will decrease the current joint dues amount from $490 to $440.

CHIME Member Military Discount

Beginning this month, CHIME is now offering a Military Member Discount granting military members a 10% discount on dues in recognition of their service to our country.

This discount is available to new and renewing active military members of all branches of service (not applicable to retired military members).

The discount would apply to both CHIME-only dues and joint CHIME-HIMSS dues; however, with the joint dues, the discount would only apply to the CHIME portion of the dues. The discounted military rates would be as follows:

CHIME-Only:   $315 (currently $350)
CHIME-HIMSS:   $408 (currently $440)
